The Anderson County Probation Services (ACPS) is under the direction of Alan Beauchamp and is responsible for conducting the county's rehabilitation program for misdemeanor offenders. The ACPS operates at no cost to Anderson County taxpayers. In fact the ACPS contributes money to the county's general fund which is utilized to fund such programs as the Summer Intern Program.
ANDERSON COUNTY PROBATION SERVICES is a model misdemeanor probation program managed by the office of County Executive Rex Lynch. It operates at no cost to county taxpayers.
The Anderson County probation office presently manages over 1500 cases through its Mail-In and Supervised Probation programs.
ACPS offers an array of compliance and rehabilitation programs aimed at serving justice while providing positive educational and rehabilitative experiences for less serious offenders. The links below provide brief descriptions of ACPS policies and procedures.
Supervised Probation-Anderson County Probation Officers supervise over 600 probationers on biweekly or monthly supervision. Supervision functions include interviews, implementation of rehabilitation programs, and supervision of all court-ordered conditions of each individual's probation. Anderson County Probation Services maintains two offices for supervised visits: one in the Courthouse at 100 North Main Street in Clinton, and one at 301 Oak Ridge Turnpike in the A&W Plaza of Oak Ridge.
Mail-In Probation-Anderson County's new innovative mail-in probation program helps supervise less intensive misdemeanor probationers through a monthly reporting system. This system tracks new offenses and changes in personal information; it also reports on court-ordered payments such as restitution, court costs, and program fees. This program was implemented in the spring of 1999 and presently has over 700 active files.
Anger Management Training-Anderson County Probation Services provides 16-week anger management courses to help participants better understand and control their anger. Conducted separately for men and women, classes are taught by certified instructors and are available at both the Anderson County Detention Facility and the Courthouse in Clinton. DUI and Traffic Schools-As part of their probation programs, traffic and DUI offenders are often required to take courses in the safe operation of a motor vehicle. Anderson County Probation Services Traffic Safety School features presentations from three different law enforcement officers. Sergeant Donald Baird, Educational Director for the Tennessee Highway Patrol; Rick Scarbrough, Community Education Officer for the Clinton City Police Department; and Dan Freytag, Oak Ridge Patrol Officer make our Traffic Safety School one of the finest in the state. Traffic Safety School is offered once a month on a Saturday and costs $50.00. We also provide an accredited, twelve-hour DUI School scheduled from 8:00 AM until 8:00 PM the first and third Saturday of each month. The cost of DUI school is $185.00. Financial Responsibility Courses-Financial responsibility courses are intended to assist those who have a history of credit problems or who have passed worthless checks. These two-hour sessions describe common signs and consequences of excessive debt and poor financial management. The instructor, a representative from a local bank, then provides suggestions on how to maintain a checking account and follow a monthly budget. Materials provided include a budget ledger and a table for comparing bank accounts.
Community Service Programs-Anderson County Probation Services has implemented a new Community Service Program designed to help create an alternative sentencing option for the General Sessions and Criminal Courts of Anderson County. These supervised Community Service Projects range from litter pick-up (as mandated by state law for certain offenses) to volunteer placements at local nonprofit agencies. An interview is conducted with each probationer before any assignment is made for community service. This program is expanding in the summer of 2000 to work with municipal governments within Anderson County, in order that our community service efforts may have the greatest positive impact possible. The ultimate goal of these projects is to create an opportunity for probationers to serve the community in a meaningful capacity that simultaneously provides a learning experience.
